Federal regulations define sponsor as a person who takes responsibility for and initiates a clinical investigation. The sponsor may be an individual or pharmaceutical company, governmental agency, academic institution, private organization, or other organization. ...

There has been a rapid increase in the number of hazard analyses performed in the industry. This is due to the general recognition of their value, industry initiatives such as Responsible Care (Section 16.4.2.6), and governmental regulation. The use of Hazop has grown more than most other methods because of (1) the power of team review, (2) the suitability of the method to the analysis of process systems, and (3) the natural development of accident scenarios from Hazop study results. 

Written action plans should be established to assign authority to the appropriate qualified person(s) at a facility for initiating effective emergency response and control. These plans should also address emergency reporting and response requirements and comply with all applicable governmental regulations.
