Federal Grant and Cooperative Agreement

As far as we can tell, the Federal Grant and Cooperative Agreement Act of 1977 enacted February 3, 1978 does not really speak to this problem but only separates Federal assistance relationships from Federal procurement relationships. (See the paper by Michael Michael is in this volume.)... 

To clarify Federal roles and responsibilities, the Act established uniform criteria for grants, contracts, and cooperative agreements. These uniform Government-wide criteria have the effect of forcing Federal agencies to declare clearly which relationship with non-Federal parties is sought.
