The book does not focus on occupational safety and health issues, although improved process safety can benefit these areas. Detailed engineering designs are outside the scope of this work. This book intends to identify issues and concerns in batch reaction systems and provide potential solutions to address these concerns. Risk management is an evaluation of various options to reduce the risk to the exposed population. Risk management usually follows a risk assessment. Specific actions that may be involved in risk management include consideration of engineering constraints, regulatory issues, social issues, political issues, and economic issues. 

We will focus on the requirements of engineering and construction of facilities for a new API introduction. This is the most difficult and complex task because the technology is untested on a commercial scale and there are technical assumptions with the associated risks that must be taken. Here we briefly mention engineering tools in the areas of concept design, mission assurance, and software engineering that have been developed for use at The Aerospace Corporation to address program risk issues on space system development projects. 

The importance of any engineering subject is calculated by two factors risk and cost. While risky is an unscientific way of addressing an issue that is potentially dangerous, risk has a clear engineering definition risk is the product of likelihood and consequences. These factors are expressed in a risk assessment matrix Figure 1.2 shows an example of a risk matrix.
