Treatment processes vary widely, and in themselves are reasonably well understood, but even if the nature and pattern of effluent is properly defined, problems often arise from wide variations in contents and flow of the effluent. An effluent plant tends to impose limitations on the main process - for example, it may be seriously affected by rapid dumping of the contents of a tank. These limitations are often flouted through ignorance or negligence. [Pg.484]

The petroleum coke market hierarchy arose because the value and distribution of petroleum coke has historically been limited by the quality demanded in each specific end use. As this market hierarchy became defined, a clearly stratified pricing scheme emerged for various coke qualities. However, the market hierarchy can crumble if demand for higher quality petroleum coke decreases, as it has several times in the past. According to Article I of [3] the aim of the convention is to prevent the pollution of the sea by dumping of waste and other matter that are liable to create hazards to hmnan health, to harm hving resources and marine life, to damage amenities or to interfere with other legitimate uses of the sea . Dumping is in Article III defined as (i) any deliberate disposal at sea of wastes or other matter from vessels, aircraft, platform or other man-made structures at sea and (ii) any deliberate disposal at sea of vessels, aircraft, platforms or man-made structures at sea . One of the biggest problems for many clinical professionals who work with these clients is the lack of clarity and problems in semantics in defining what the term depression actually means.
