Domestic Chemical Diversion

The Chemical Diversion and Trafficking Act of 1988 defines precursor chemicals that can be used in the process of producing illicit drugs. Companies producing or supplying such chemicals must keep certain records and report orders that are suspicious or above a specified size prior to delivery. The Domestic Chemical Diversion Control Act of 1993 further e.xpanded these controls, dealing particularly with the diversion of ephedrine (found in over-the-counter antihistamines) to the production of methamphetamines ( speed ). 

United States Congress passes the Domestic Chemical Diversion Control Act (DCDCA), aiming to stop the conversion of legal substances into illegal substances. 

Anhydride has been used for the illegal manufacture of heroin [561-27-3] (acetyknorphine) and certain other addictive dmgs. Regulations on acetic anhydtide commerce have long been a feature of European practice. After passage in 1988 of the Chemical Diversion and Trafficking Act, there is also U.S. control. Orders for as much as 1,023 kg acetic anhydtide, for either domestic sale or export, require a report to the Department of Justice, Dmg Enforcement Administration (54). 

One aspect of the saprophytic capability of many of the fungi is their production of a chemically diverse range of metabolites. When these metabolites occur in food, or animalfeeds, and are toxic to man and his domesticated animals they are referred to as mycotoxins. 

By virtue of their versatility, activated carbons (ACs) are the most frequently employed adsorbents. Since ancient times the high affinity of carbon for a wide diversity of chemical species has established it as a multi-purpose adsorbent. They are used extensively not only in daily life in domestic or office air filters but also on an industrial scale for gas purification. As they are general adsorbents they are the first choice for dealing with industrial accidents or terrorist attacks. 

Diversion from domestic distribution channels and smuggling across borders are now commonly used methods of obtaining precursor chemicals for use in clandestine laboratories. Therefore, the Board urges Governments to take measures, in addition to their controls over international trade, to adequately monitor the licit manufacture and distribution, as well to prevent the accumulation in quantities exceeding their legitimate requirements, of all precursors used in the illicit manufacture of amphetamine-type stimulants, in particular the precursors 3.4-MDP-2-P, P-2-P and phenylacetic acid. 

Environmental media such as water and air are subject to contamination with myriad chemical and biological pollutants. Thus it is inevitable that in a lifetime humans are exposed to a diverse array of chemical mixtures through occupational, recreational, and/or domestic exposures.
