Development of organic certification as a legal requirement

If farmers choose not to register for inspection, but still continue to sell their produce as organic, then in the eyes of the law they are acting fraudulently and could risk prosecution. 

In June 1999 the EU Council of Ministers adopted an amendment to the Regulation which includes the additional standards for the inspection and production of organic livestock. The amendment will become law in August 2000 and from then the Regulation will cover products containing both plant and animal ingredients.
