Declaration of intention

The signature is to make clear that the signer has indeed produced the signed document as a declaration of intention it may later serve as a piece of evidence to this effect. 

A third reason is that as long as the parties concerned are honest, their privacy should be protected, i.e., there should be no need for them to show aU their declarations of intention to third parties, and not even the fact that they make any such declarations.

These and other similar statements were seized on in the United States, particularly in the context of Operation Blue Skies. Brigadier Rothschild summarised the Chemical Corps view There can be little doubt that the Soviet Union and various satellites are prepared to use chemical and biological warfare . At face value, the Soviet statements do not appear to support this assertion some indeed stress the interest of the West in CBW. Warning that chemical and biological weapons may be used by an aggressor in a future war hardly amounts to a declaration of intent to initiate CBW, while being fully prepared to retaliate would have been in line with the declared policy of other countries, including the United States.
