The term chemical processing industry (CPI) is wide ranging in its scope. Other manufacturers not included within the grouping CPI also can benefit from prestartup safety reviews. The PSSR items used to spur thorough review for a refinery may be very different from those used for a pharmaceutical manufacturer, semiconductor manufacturer, or a coatings or specialty chemical manufacturing facility.

Unique aspects of the process equipment Unique aspects of the technology Proprietary aspects of the process or units on site Characteristics of the raw materials or feedstock Characteristics of any intermediates involved Characteristics of the end products 

Reactivity issues between any of the chemicals, utility gases and fluids, or materials of construction used at the facility
