A negative change in entropy associated with the decreased freedom of motion of water molecules in the vicinity of a nonpolar group. As pointed out by Jencks one should not be too literal when interpreting this behavior, because the system is dynamic, and not frozen. The term flickering cluster implies some reduction in libration and rotation without complete loss.

The fact of the matter is that all apparent forms of matter and body are momentary clusters of energy. We are little more than flickers on a multidimensional television screen. This realization directly experienced can be delightful. You suddenly wake up from the delusion of separate form and hook up to the cosmic dance. Consciousness slides along the wave matrices, silently at the speed of light. 

Flickering clusters water molecules that are arranged into ice-like structures, which are believed to be transient features that change in statistical frequency of occurrence as a function of temperature and pressure.
