Clause 5 - Management of functional safety

ANSI/ISA-84.00.01-2004-1 has a number of new requirements concerning the management of functional safety. Although a number of these new requirements are not specifically identified in ANSI/ISA-84.01-1996, they are identified in other documents that are in widespread use in the United States, e.g., OSHA 1910.119 and the CCPS book Guidelines for Safe Automation of Chemical Processes.  [Pg.246]

ANSI/ISA-84.00.01-2004-1 addresses the competency requirements for individuals involved in the safety lifecycle. Competency requirements are not addressed in ANSI/ISA-84.01-1996, because competency was already addressed in OSHA 1910.119 for all disciplines involved in process plant design, maintenance, and operation. Since the standard has an international scope, the competency requirements are presented for the benefit of those owners/operators that do not have a regulatory system in place that defines these requirements. ANSI/ISA-84.00.01-2004-1 requires procedures for evaluating the performance of an SIS after the system has been in operation for a period of time. This includes comparing the actual process demands with what was assumed during the risk assessment and determining whether the actual failures of the SIS components are in accordance with what was assumed during the design and verification phases. ANSI/ISA-84.01-1996 did not have specific requirements for this evaluation. [Pg.246]

ANSI/ISA-84.00.01-2004-1 has specific requirements for conducting functional safety assessments during the SIS lifecycle. It also includes requirements for the composition of the assessment team. The one mandatory assessment is at Stage 3 of the SIS lifecycle. This assessment is included in ANSI/ISA-84.01-1996 and OSHA 1910.119, but it is called the Pre-Startup Safety Review (PSSR). The standard simply clarifies the PSSR, as it pertains to the SIS. The major difference is that ANSI/ISA-84.00.01-2004-1 requires the inclusion of an independent, senior, competent person on the team.
