Any marked or placarded vehicle (except Divisions 1.5, 1.6, 4.2, 6.2, and Class 9) any cargo tank motor vehicle, loaded or empty, used to transport any hazardous material and a vehicle carrying any amormt of chlorine must stop at railroad crossings. 

Chlorine is stored and shipped as a liquefied gas under pressure in steel cylinders, ton containers, tank motor vehicles, tank cars, and tank barges. All containers are equipped with one or more pressure relief devices, except as noted below. Chlorine containers other than barges must comply with the authorized U.S. Department of Transportation or Transport Canada specifications. Containers in transportation must be suitably labeled and placarded as required by regulations. 

The Chlorine Institute offers guidelines for storage equipment and piping systems [315], for the loading and unloading of tankcars and of tank motor vehicles [316], and the handling of caustic solution barges [317].
