Negotiating with China

Consider a slightly more complicated example. Let s assume a U.S. corporation decides to build a plant to manufacture its smart phone in China. Some of the factors involved are cost of manufacture of the phone, U.S. market needs, international market needs, international trade protocols, copyright issues, transportation in the United States such as port access, rail access or truck networks, Chinese regulations, negotiations with (he varions relevant Chinese domains, and transportation issnes in China. Which is the engineering context Aren t they all engineering issnes to some degree or other Bnt if they are all to be considered, do they all make up the context Or do we need a better term like, for example, environment ... 

Expand operation to several initiatives and several regions or localities Coordinate lobbying and negotiation with Chinese government across all business units articulate one face to China ... 

Is the China office a full partner in all negotiations with the Chinese government ...
