Loucks did not become a member of the American Special Observer Group (SPOBS), which was organized in England prior to the United States entry into the war, but in February 1942 his successor as military attache. Col. Carl L. Marriott, was also designated Chemical Officer, United States Army Forces in the British Isles (USAFBI), the first official American command in Europe, in fact a redesignation of SPOBS.
