Basic research support

Much of the Defense Department s research allotment, however, is spent on specialized applications in defense systems, including the Star Wars shield, with limited potential for any commercial spinoff. Defense missions, according to OTA, shape even the basic research supported by the Pentagon. The Department of Energy s share is distributed mostly to the national laboratories, which have yet to demonstrate the ability to transfer technologies rapidly and effectively to the private sector. 

Kuroda s basic research support comes from the Ministry of Education, Monbusho. Everybody gets some money, regardless of performance. This is about the equivalent of 6000 per year. Thirty percent of this goes to...
