All of them help the employee base become more safety aware and better able to Identify safety hazards. Any one of these will shift a safety culture toward world class. 

Compliance with OSHA regulations will not prevent all potential hazards in a plant. Tracking the OSHA-mandated metrics will not drive safety improvement.
