Traditionally, the United States and most other countries assessed duties based on the price of the article in the country of export customs officials could obtain the price from the invoices at the port of departure. This was foreign valuation. The Tariff of 1922 dictated that synthetic organic chemicals would henceforth have duties assessed on the value of the articles once they had arrived in the United States. Duties under American valuation were determined in one of two ways. If the imported article was substantially equal to an article made in the United States, the customs officials identified it as competitive and assessed the duty based on the American selling price, the price for which the domestically made product sold on the U.S. market.
