Legislation introduced in 2008 proposes to use this new standard. The Comparative Effectiveness Research Act of 2008 would create an institute to review and publicize evidence on how to best treat diseases, disorders, and other health conditions. In evaluating the effectiveness of drugs and medical procedures, the institute would provide unbiased information to health care practitioners. Information on the most effective treatment rather than the most heavily advertised and expensive treatment would ideally reduce costs. The pharmaceutical industry also favors the legislation. A version of this legislation passed as part of the American Recovery and Reinvestment Act of 2009. The act provided funds to several agencies and created a Federal Coordinating Council for Comparative Effectiveness Research to advance comparative effectiveness research. 

In 2009, the new Obama presidency moved fast. As noted earlier, the American Recovery and Reinvestment Plan of 2009 is expected to include 20 billion for health IT to jumpstart investment in health IT, curb healthcare costs, and... 

The American Recovery and Reinvestment Act of 2009 (the Recovery Act) established 800milHon in funding to the DOE s Biomass Program for biofuel research, development, and demonstration projeas.

This may be seen as a possible missed opportunity for the American Recovery and Reinvestment Act (the 2009 stimulus package ), which provided no funds targeted for this purpose, and few or similar activities. In fact, the one area in which this might be included, the 2 billion provided for neighborhood stabilization, includes specific language that not more than 10% of any grant under that section may be used for demolition. 

USEPA DERA Eligible Under the 2009 American Recovery and Reinvestment Act, the USEPA formed the Diesel Emission Reduction Act (DERA) that funded projects to reduce diesel emissions.
