Ambiguity of data evaluation elementary times

Is it possible that chronophoresis and NESTLE procedure give the double elementary time.  

This would mean a doubled elementary number. Are such doubled EN compatible with the prevailing model Both procedures cannot exlude that the elementary time is half the value. 

The various chronophoreses of S21A get the same motive but are chronologically shifted. Which is the reason for this shift There are three arcs in the chronophoreses of S21 A an upper arc, an intermediate arc, and a lower arc. The lower arc is twice as much the upper arc. To decide which of the arcs describes the elementary times one needs additional methods like FPM.
