Vienna Convention on Diplomatic Relations

The members of the inspection team shall be accorded the inviolability enjoyed by diplomatic agents pursuant to Article 29 of the Vienna Convention on Diplomatic Relations of 18 April 1961. [Pg.38]

The papers and correspondence, including records, of the inspection team shall enjoy the inviolability accorded to all papers and correspondence of diplomatic agents pursuant to Article 30, paragraph 2, of the Vienna Convention on Diplomatic Relations. The inspection team shall have the right to use codes for their communications with the Technical Secretariat. [Pg.38]

Samples and approved equipment carried by members of the inspection team shall be inviolable subject to provisions contained in this Convention and exempt from all customs duties. Hazardous samples shall be transported in accordance with relevant regulations. The international treaty regulating diplomatic relations is the Vienna Convention on Diplomatic Relations of 1961. ° The Convention does not explicitly make provision for the right to break diplomatic relations. It follows by implication from Article 2 which provides that the establishment of diplomatic relations takes place by mutual consent that if either State withdraws that consent diplomatic relations are broken. Breach therefore takes place normally in consequence of a unilateral act - even though it frequently follows a sequence of reciprocal or retaliatory moves between two States to downgrade their relations or a collective political decision by a number of States directed against another State whose conduct is regarded as unacceptable.
