Many small tanks and wastewater treatment plant tanks have been exempt from these rules. Penalties for noncompliance with the UST guidelines can be up to 10,000 per day. All other violations of the RCRA can carry similar penalties, including steep fines and jail time. Civil penalties can be assessed up to 25,000 per day per violation of the RCRA. Criminal penalties up to 250,000 and 15 years in jail can be imposed for knowingly putting someone in imminent danger by violating the RCRA. Similar to other environmental laws, the RCRA authorizes citizen suits in the event that the USEPA fails to implement the RCRA. 

Within the USEPA s EPI Suite, descriptions of basic physical-chemical properties for 2,4-dichloroaniline (DCA CAS No. 554007), pentachlorophenol (PCP CAS No. 87865), nonylphenol (NP CAS No. 104405), and linear alkylbenzenesulfonate (C12 LAS CAS No. 25155300) were obtained using the EPI Suite (Table 3.1), whereas acute and chronic toxicity estimates for the median effective and chronic effect concentrations (the geometric mean between chronic lowest-observed-effect concentration [LOEC] and no-observed-effect concentration [NOEC]) and for fish, daphnids, and algae for each substance were estimated from ECOSAR (Table 3.2). Electrokinetics involves the application of low-level direct current (DC) between electrodes placed in a contaminated area. Different variations of this process were developed to suit the needs of each case. The processes adopted at each site differ with each other in one or many aspects. Basically, two approaches are defined depending on the type of contaminant. The first approach is the enhanced removal in which the contaminants are transported by electromigration and/or by electro-osmosis toward the electrodes for subsequent removal, and the second approach is the treatment without removal, which involves the electroosmotic transport of contaminants through the treatment zones and may also include the frequent reversal of polarity of electrodes to control the direction of contaminant movement (USEPA, 1997).
