In addition to the use of qualitative and quantitative accident data when identifying and evaluating risk (see sections 2.4.1.2 and 2.4.1.3), there is a need to consider the relative occurrence of different accident types, in [Pg.253]

Accidents, whether they result in injury, damage, disease or loss, need to be controlled. Similarly those that have no end result - i.e. the near-misses - should be considered for control action. [Pg.254]
