Attempts to restrict or prohibit these weapons have been carried out on ad hoc, unilateral, bilateral, and multilateral bases. In 1989, for example, the United States and the Soviet Union concluded a memorandum of understanding meant to facilitate agreement on the eventual destruction of the two countries respective CW stockpiles. In the early 1990s, the United Kingdom and United States engaged in a secret trilateral process with the USSR (and later with Russia) to ascertain the status of the former Soviet BW program. Results were mixed.
