Developing a modus operandus that allows for citizens expectations Politicians and public administrators seem hesitant to admit that they are incapable of solving every problem, that government cannot live up to every expectation, and that people also bear responsibility for making something of their lives (Rob 2010 35). Their hesitation is basically a reluctance to confess to the limits of their power and of their own grasp of reality.
