But totals mask underlying important changes between and within benefit schemes. Besides the above changes, Table 19 shows how the number of sickness beneficiaries has gone up from 38,000 persons in 1993 to 69,000 persons in 2005, reflecting not only that the labour force has grown but also that this growth is in part made up by people who are more frail and thus more likely to become sick and reliant on sickness benefits than the people in the previous labour force. In other words, to achieve a successful increase in the employment rate, one must accept that sickness absenteeism is also likely to increase. 

In principle, there is no distinction between active measures applied to recipients of different types of social security benefits. Initiatives to facilitate entry into the labour market for social assistance recipients, unemployment benefit recipients and sick benefit recipients are meant to be similar even though the unemployed belong in different systems depending on the unemployment insurance and the reasons for the lack of job. 

This payment arises where the claimant is still incapable of work after 28 weeks following payment of Statutory Sick Pay or Sickness Benefit. 

Certification for absences of up to five days is by the individual himself with claims for social security benefit being made on a New Sickness Benefit Claim Form - form SCI - obtainable from the DSS (see Figure 11.3). For absences beyond the first five days, a medical certificate is required. Under statutory sick pay (SSP) arrangements payment of benefit for the first twenty eight weeks of absence is by the employer who is entitled to deduct the appropriate sums from the moneys he pays to the DSS in respect of his and his employees contributions under the Social Security Act 1975.

Individuals in most modem economies are being asked to assume a greater economic responsibility for their own and their families sickness benefits, to contribute to their social and medical insurances and superannuation schemes (if they live in a jurisdiction which have had such public solutions), and to pay more for their children s education. 

In today s society, a 40-hour work week, with extended overtime, long vacation and sick time from work, 20 to 30 years of retirement for life at any age, and health and sick benefits fully covered are causing governmental organizations problems. These areas have and will create problems for future organizational leaders.
