There will be a substantial increase in the inspection workload for verification of CW destruction facilities (CWDFs) in the next few years because several additional CWDFs are scheduled to commence destruction operations. There are concerns that there will not be enough resources in the OPCW inspectorate to provide the level of verification of destruction based on currently agreed procedures. As pointed out to the Rev-Con by the Director-General, the verification methodology applied at CWDFs needs to be reviewed if the verification regime as a whole is to remain sustainable and affordable . ... 

Propose an enforceable standard in the form of an MCL or a treatment technique (TT). MCLs are set as close to the MCLGs as feasible considering available technology and cost. Required monitoring schedules are part of the enforceable standard. Upon determination of a proposed MCL or TT that is close to the MCLG as possible based upon affordable technology, EPA must perform a cost/ benefit analysis to determine whether or not the benefits justify the costs. 

The timing of the studies must be well coordinated with each client to avoid any overlap of schedules with other clients. Overall, mobile PET provides easy access to PET examinations for many community hospitals that are unable to afford a PET scanner because of the cost. However, during inclement weather, the transportation of the van may be problematic.

Management of outsourcing was generally believed to be a critical factor in determining its safety impact. In particular, one individual noted that if managed properly, use of contractor services need not affect safety he observed that at his own airline, contractors were required to meet the same standards as airline personnel. Another individual remarked that at his airline, use of contractors in the maintenance field is quite limited. He pointed out that scheduled heavy maintenance is not contracted out at his airline, and that the airline has its own maintenance people wherever there is sufficient workload to justify that. Where the airline cannot afford to have its own maintenance people, and instead has contractors on call in case of problems. 

The adjustments illustrated in Schedule 11 to market prices afforded by shadow pricing enable the economic net present value and economic internal rate of return to be calculated from the adjusted finandal analy. This completes the first stcge of economic acceptability analysis.
