The comprehensive book Guidelines for Risk Based Process Safety (RBPS) [9] sponsored by the CCPS describes twelve features essential to implementing and nmturing safety culture fundamentals in an organization s PSM system. 

The recent CBI publication Developing a Safety Culture (1991) takes the above points further. This publication is based on a study undertaken by that organisation and identifies a number of features which are essential to a sound safety culture. It seems intuitive that building a sense of community or belonging among our coworkers will improve organizational safety. Safety improvement requires interpersonal observation and feedback and, for this to happen, people need to adopt a collective win-win perspective instead of the individualistic win-lose orientation common in many work settings. A sense of belonging and interdependency leads to interpersonal trust and caring—essential features of a Total Safety Culture.
