The irrational and unscientific position of zero-based laws naturally leads to balancing laws, which are very common. The Safe Water Drinking Act (SWDA, 1974), Toxic Substances Control Act (TSCA, 1976), and the Federal Insecticide, Fungicide, and Rodenticide Act (FIFKA, 1947) all represent regulations that seek to determine reasonably safe exposures of various substances.
