Formulator s Dilemma. The regulatory discussion included a listing of solvents designated as HAP compounds. Emissions of these solvents are to be significantly reduced. For many appHcations this means that less is to be allowed. In a situation where the allowed VOC emission levels are also being reduced, the formulator would like to use the most effective solvents available. In the past, MEK and MIBK were frequently used as active solvents and aromatic hydrocarbons as diluents. These solvents have been popular because they are cost-effective. 

Perhaps ironically, it was a herbicide—aminotriazole—which started the present regulatory trend and resulted most recently in rather specific government demands for environmental chemistry data to permit the registration of new herbicides and reregistration of old favorites (44). Modern society is being pushed inexorably toward a most serious dilemma the requirement for pest control vs the need for human and environmental safety. As we have seen in just the few examples of this Chapter, much— perhaps most—of our uncertainty arises from ignorance of the forces which act upon chemicals in the environment. Time is growing short for chemists to learn and apply the scientific fundamentals of the photochemical, microbial, and transportive phenomena which have been observed for centuries to influence us and our environment. 

The regulatory agencies have so far been on top of these developments. Their dilemma too is that while they can regulate the approval of drugs from trials adjusted to smaller genotypically enriched populations. 

To understand our present dilemma, we must understand the growth of the American state, especially since the Roosevelt years. This was the period during which the United States became a complex, bureaucratic, regulatory, welfare state, a condition brought about by means of the time-honored political tactic of declaring a (national) emergency, requiring that all of the state s human resources be mobilized.
