The Regional Greenhouse Gas Initiative (RGGl), which came into effect on 1 January 2009, covers CO emissions by electricity generators with a capacity of 25 MW or more. The cap is constant from 2009 through to 2014, and then declines by 2.5% per year to achieve a reduction of 10% by 2018. Most states plan to auction all of the allowances. [Pg.41]
