Quality cost overview

At level three, we have a management system for the entire project. This is conventionally broken down into three or four components, namely management of scope, quality, cost, and schedule. (Scope and quality may be regarded as a single issue, a practice not recommended by the author.) Health and safety considerations may properly also be managed at this overview level, and must be included in any such text. 

A survey of 500 plants that have implemented predictive maintenance methods indicates substantial improvements in reliability, availability and operating costs. The successful programs included in the survey include a cross-section of industries and provide an overview of the types of improvements that can be expected. Based on the survey results, major improvements can be achieved in maintenance costs, unscheduled machine failures, repair downtime, spare parts inventory, and both direct and in-direct overtime premiums. In addition, the survey indicated a dramatic improvement in machine life, production, operator safety, product quality and overall profitability. 

The conclusions for company B are similar to company A in that safety was ignored from several individual or local standpoints, mainly by product quality and cost constraints, lack of historical information about deviations and lack of experienced people. This contributes to the main weakness of the safety management system, which are a lack of overview of deviations, their underlying latent conditions and of their influences on the safety barriers in the operational process.
