Public works programs program features

Most of the cooperative programs are able to work out acceptable arrangements for dealing with financing, publication, communication, patent ownership, faculty roles, and many of the other features that caused much initial controversy. Intellectual property and licensing agreements continue to be a source of much difficulty, however.
