Preoperation Inspection

Before placing a vehicle in service, an operator should conduct a preoperational inspection. The operator should evaluate at least the following items  

Parking brake Fuel tank and cap Side marker lights Reflectors 

Turn signals and four-way flashers Rear end protection (bumper) 

Cargo tie-downs/doors Safety chains Hoses and couplers Electrical connectors 

Couplings (fifth wheel, chains, lock devices) Engine

The abihty to include a functional simulation of the equipment operation also allows the inclusion of equipment fault trees. Where an item of equipment has failed, and has not been spotted dining the preoperation inspection, the repercussions will be passed on to the equipment operation imtQ the fault has been rectified. A simple example of this in the lig context is the failine to spot low fluid levels in a poorly maintained battery, which results in insufficient power to start the equipment compressors. 

The selection of operators is a key factor in your fleet safety program. Fleet safety may be viewed as vehicle safety or mechanical safety, but it depends on both maintenance and operators. An operator s job must include preoperation inspections and, upon completing his or her use of the vehicle, the reporting of any defects. This should be normal operating procedure for any PMP. Nevertheless, what you can expect is dependent on the quality of your operators. Operators are the center of your fleet safety program.
