Canada created the Patented Medicine Prices Review Board (PMPRB) in 1987 to guarantee that pharmaceutical products would not have excessive prices in Canada. The board reviews prescribed and over-the-counter (OTC) prices and publishes annual guidelines for manufacturers. Compliance with PMPRB guidelines is voluntary however, since 1993, the board has the authority to reduce excessive prices and return the excess amount to the government, and to punish the manufacturer. [Pg.1978]

The new law also created an independent quasi-judicial body, the Patented Medicines Pricing Review Board (PMPRB), whose main charge is to ensure prices of patented medicines are not excessive.
