Legislative framework for health and safety

The foundations of health and safety legislation are the relevant Acts passed by Parliament on the subject - most noticeably HSWA. But this particular Act covers such a wide range of subjecfs and activities thaf if needs supportive subordinate legislation to put flesh on ifs legislative skeleton. HSWA incorporates clauses that empower the appropriate Secretary of Slate and/or the Minister to make regulations and orders. 

In addition, a number of industries, often working with the HSC s Industry Advisory Committees (lACs draw up codes of practice in respect of hazards particular to their operations. Where these are recognised or published by HSE they provide a statement of ways in which conformity with legislative requirements can be achieved.
