Uranium fuel preparation takes the UF6 and is converted to either (a) aluminum-clad uranium metal for the weapons plutonium production reactors or (b) to Zirconium-clad U02 for electricity production in the light and heavy water power reactor (see Fig. 21.13).

Heavy water was not considered as an alternative moderator since the design of a heavy water power reactor was being actively pursued elsewhere in the Commonwealth (Canada) and it was not available in the UK. Importing it would have been expensive at a time when the balance of payments, particularly in regard to dollar expenditure, was a constant government pre-occupation.
