Differential Diagnosis An outbreak of VEE may be difficult to distinguish from influenza on clinical grounds. Clues to the diagnosis are the appearance of a small proportion of neurological cases or disease in horses, mules and donkeys, but these might be absent in a biological warfare or terrorist attack. 

Personal Protection Protective clothing must be used as well as protection for the respiratory tract by using a mask with biological filters, or self-contained breathing apparatus (SCBA) with positive pressure, at least until you know the specific threat(s). 

Potential Ability to Kill Low less than 1 percent for naturally occurring disease. 

Defensive Measures Immunizations, good personal hygiene, physical conditioning, use of arthropod repellents, wearing protective mask, and practicing good sanitation.
