Fundamentals of a Comprehensive Emergency Response Plan

The plan should be administered on a continued basis, with particular attention paid to its effectiveness during second and third shifts, and holidays, in light of the reduced number of personnel on-site at these times. The plan should be done in concert with emergency shutdown or other operational needs. 

It is also critical to maintain the emergency response plan over time. Changes in operations should be reflected, whether they are process-, equipment-, or personnel-related. Similarly, training should be conducted periodically and emergency response equipment maintained regularly as part of a formal preventive maintenance program.
