OSHA requires at 1910.37(b)(6) that each exit sign be illuminated to a surface value of at least five foot-candles by a reliable light source. In addition, self-luminous or electroluminescent signs that have a minimum luminance surface value of at least. 06 footlamberts (0.21 cd/m2) are permitted. In other words, exit signs don t necessarily need to be illuminated with a bulb, but must be illuminated to the five foot candle requirement. 

All fire exit signs should be illuminated under normal conditions (signs that are not internally lit or backlit should be lit by primary or secondary lighting). Internally lit or backlit signs should remain illuminated in the event of power failure. 

Employers may use non-illuminated t5q)e exit signs as long as they are suitably illuminated by a reliable light source provided at or above flve foot candles on the illuminated surface. Electrical power supply from a public utility company is considered to be reliable. The exit sign surface may be passive, electrically internally illvuninated, luminescent, fluorescent, reflective, or radioactive isotope self-energized.
