It is common practice for the engineer-surveyor to make observations in his report to draw attention to other matters of a less serious nature. These observations are advisory and do not affect the continuing safe operation of the plant and machinery.

There is often a demand for reports on the condition of tenants electrical installations in rented accommodation. This arises because some landlords fail to maintain the accommodation in a safe and serviceable condition and ignore their tenants complaints. In many circumstances such as this, a tenant will approach a local authority or solicitor for assistance in resolving the matter, and this will frequently result in a building surveyor or an environmental health consultant being asked to inspect the accommodation and to produce a report. If the tenant indicates that he or she has had electrical problems or suspects that the electrical installation is faulty, an electrical engineer will often be asked to inspect and test the installation and submit a report. 

The engineer charged with investigating the complaint should obtain as much detail of it as possible. A copy of any statements made by the tenant and other potential witnesses and a copy of the surveyor s report, if one exists, are good starting points. The latter can be useful as, apart from any electrical comments, it will probably reveal wetness problems from leaking roofs or pipes, condensation, faulty damp courses, flooding, etc. which may have an adverse effect on the electrical installation.
