Employee changes temporary workers

Examples of procedural access controls include inventorying keys, changing access codes regularly, and requiring security passes to pass gates and access sensitive areas. In addition, facilities should establish the means to readily identify all employees, including contractors and temporary workers with unescorted access to facilities. 

Extra time from work supervisors to schedule shift changes, temporary replacements, or employee training necessitated by the absence of an injured worker.

The safety culture change journey is a tough, long, and sometimes tedious one. Everyone involved with the organization must be on board or the change will not happen. This change in safety attitudes cannot occur at the worker level only. It must start with the leadership and cascade down to all echelons within the organization, and must involve contractors and temporary employees as well. 

All employees with occupational exposure must receive initial and annual training. In addition, training must be provided when changes (e.g., modified/new tasks or procedures) affect a worker s occupational exposure. Part-time and temporary employees are covered and are also to be trained on company time. 

We have both experienced what looked like major improvements in both TCIR and workers compensation injuries only to find that organizational changes had reduced exposures with shifts from permanent employees to contractors or temporary employees, technology changes, etc. The overall safety culture remained unchanged as well as the basic hazards and associated risk.
