Delaware has cleaned up 12 Superfund sites (out of the 20 most-polluted sites in the state) to the point that they are virtually free of toxins.43 About 445 had been cleaned up nationwide by August 1997. The Delaware Department of Natural Resources and Environmental Control has shown a willingness to work with polluters who violate their discharge permits to help them clean up.44 The department feels that this is better approach than the use of fines, but this approach is not supported by some local environmental groups. The compliance rate for the period 1995-September 1996 was 99%, with an average of only 63 violations per month. The department points out that runoff from roads, parking lots, overfertilized yards, and farms produced ten times more pollution than that from the 75 permitted discharge pipes. [Pg.521]
