Data and knowledge management offer additional overlooked opportunities. Hypotheses that have been proven wrong often continue to influence decisions. Decision makers too often operate on the basis of disproved or speculative conjectures rather than on definitive data. The science and technology enterprise needs a way to manage data such that it is relatively easy to know what the community does and does not know as well as what the assumptions are that underlie current knowledge.
