4 Create access to site and development of lay-down areas 

For storage and maintenance of equipment and stockpiling of construction materials, such as rock armour protection for the reclamation perimeter, lay-down areas have to be created. Temporary unloading facilities may have to be constructed to allow for the delivery of construction materials and land-based equipment transported over water.
