Constrained flow at the outlet of a liquid pipeline

This corresponds to the situation where a flow controller is used at the end of the line. The calculation may also be invoked to simulate approximately rapid control valve closure at the end of the line. 

The procedure is to force the outlet flow to obey some externally determined function of time
