Constitutional convention

The problems did not entirely reside with the purveyors. Difficulty also came from the nature of the Confederate government itself. The lessons learned by the delegates at Philadelphia s Constitutional Convention about a weak and ineffective confederacy of states were not impressed upon the Southern leadership. As if the South did not have enough handicaps, interstate cooperation that was assumed as a matter of course in the Union war effort was a constant challenge south of the Mason-Dixon. Before the war there were only about 2500 slaves in Virginia s Shenandoah Valley. By 1790 there were 10,000. Although the demand for hemp declined precipitously after the war, rope and cordage were still important commodities and large-scale hemp production required manpower. "Take away slaves," argued William C. Bullitt, a delegate to the Constitutional Convention of 1849 which debated the slavery issue, "and you destroy the production of that valuable article, which is bound to make the rich lands of Kentucky and Missouri still more valuable."...

Dickinson, John (1732-1808) achieved fame as the writer of the Letters from a Farmer in Pennsylvania to the Inhabitants of the British Colonies in 1769. A conservative in the end, he refused to sign the Declaration of Independence, but remained in Delaware which he later represented at the Constitutional Convention. 

Kercheval, Samuel ( - ) lived in western Virginia. Resentful of the malapportionment of state legislative representatives, he began a campaign for a state constitutional convention which Jefferson supported. 

Madison, James (1751-1836) became Jefferson s closest friend, working closely with him for fifty years. Fourth President of the United States, Madison is more enduringly known as the father of the United States Constitution, a tribute to the central role he played in the Constitutional Convention of 1787.
