The Supplementary Understandings were authorized by the Preparatory Commission at its Eleventh Session (subparagraph 9.6 of PC-XI/17) approved by the Committee on Relations with the Host Country on 1 September 1995 (subparagraph 2.1 of PC-XII/HC/7) and duly incorporated in an Exchange of Letters between the Chairman and the Executive Secretary of the Preparatory Commission and the Minister for Foreign Affairs a.i. of the Host Country, on 1 September and 28 September 1995 respectively. [Pg.754]
