Campbell, Walter

When, following normal procedures, the FDA offered the Massengill Company an opportunity for a hearing before the chief of the Cincinnati Station, no one appeared in person (59). Instead, company attorneys sent a written reply to the citation, asserting that no violation of the law had occurred. Later Walter G. Campbell, chief of the Food and Drug Administration, offered the lawyers an opportunity to make an appearance before him and provide additional statements, but it was not accepted.

Walter Campbell, chief of the Food and Drug Administration on its establishment in 1930 to 1940. As chief, he advocated strongly for updated drug regulation laws, and his efforts contributed to the passage of the 1938 Federal Food, Drug, and Cosmetics Act.
