When, following normal procedures, the FDA offered the Massengill Company an opportunity for a hearing before the chief of the Cincinnati Station, no one appeared in person (59). Instead, company attorneys sent a written reply to the citation, asserting that no violation of the law had occurred. Later Walter G. Campbell, chief of the Food and Drug Administration, offered the lawyers an opportunity to make an appearance before him and provide additional statements, but it was not accepted. [Pg.127]
