It was through this statute the U.S. EPA was first mandated to pursue pollution prevention solutions in all of its environmental protection initiatives. The Administrator of the EPA, Carol Browner has cited pollution prevention as EPA s "central ethic" and has encouraged its incorporation into all future environmental regulations (6).
