Assessment of External Hazards

The probabilistic assessment of external hazards represents a relatively new aspect in the German nuclear regulatory process. Only in 2005 a new guideline for probabilistic safety assessments has been issued (BMU 2005) which requires analyses to be performed for the following hazards aircraft crashes, pressure waves due to explosions, flooding, and earthquakes. With the exception of flooding, harsh weather conditions are not within the scope of this guideline.

The intention is to develop a document providing, among others, guidance if e.g. probabilistic considerations within the analyses of plant specific modifications have to be made, but analyses of the current state of the system are not available (e.g. regarding large and early releases of radionuclides, assessment of external hazards in the frame of LPSD PSA or Level 2 PSA).
