We get so many reports that we need to see where we are going to get best value. . . We have investigation criteria, whether the incident is to be investigated or not. For instance, birdstrikes are not normally investigated. We consider the potential gain of investigating. (Si5-14)

In practice, investigators differentiate and evaluate risks by using positive judgements of the likely safety value, benefit or improvement that would accrue from action being taken. There are three key facets to these evaluations  

Investigators assess the likely value of enacting improvement and shaping participative action aroimd a risk, in terms of these three facets of safety value. Each is considered in turn below.
